Proposed Recreation Fee Changes
The Apache-Sitgreaves National Forests are seeking public comment on proposed recreation fee changes at developed recreation sites across the forests. Several popular White Mountains campgrounds and day-use areas are included in the proposal, with new or increased fees proposed at some locations.
Locally, affected sites include Hannagan, KP Cienega, Lower Juan Miller, Upper Blue and other campgrounds, along with recreation areas at Luna Lake, Big Lake, Crescent Lake and Nelson Reservoir.
Public comments are being accepted through October 31, 2026.
Whether you support the proposed changes, oppose them, or simply want your voice heard, now is the opportunity to weigh in.

Meet Debbie Fogle
Founder • President • Trail Steward
When Debbie sees a trail disappearing beneath fallen trees or years of neglect, her first thought usually isn't whether someone will fix it - it's how to get it done.
As founder and president of Alpine Trail Stewards, she has turned a deep connection to Arizona's White Mountains into a hands-on effort to care for the trails that run through them. That might mean scouting a forgotten route, working alongside a saw crew, organizing volunteers, building partnerships, or finding a way forward when a trail needs someone in its corner.
But for Debbie, the work has never been only about clearing trees or counting miles. Trails connect people; to wild places, to one another, and to the generations who walked these paths before us.
Her hope is simple: leave these trails a little better than she found them, help more people discover why they're worth caring for, and make sure they're still here for those who come next.
